Every quarter, we work out the regulations for coordinated interaction between employees of structural units and emergency rescue services of the enterprise in order to effectively counter threats in wartime. Kamet Steel held another comprehensive training on military risk management, this time under the conditions of the combined heat and power plant.
An emergency event due to hostilities at a key energy facility of an enterprise is usually associated with additional risks. In addition to the threat to human life and health and fire hazard, it is accompanied by emergencies on equipment and utilities, which lead to a forced shutdown of the main production units. It is such a conditional situation, when, due to damage to the air ducts at the plant, turbo blowers and blast furnaces are urgently shutdown, and a fire breaks out at the scene and there are injured workers, the participants worked as a team at the site of gas generators of the combined heat and power plant.
Immediately after the notification of the "emergency" and the coordination teams of the incident command centre, the managers, dispatch services and technological personnel of the CHPP, the blast furnace shop, networks and substations shop, as well as the departments of road and railway transport joined the training. All actions determined by the algorithm for the elimination of emergencies and conditional emergency shutdown of equipment and railway traffic were performed clearly and promptly.

At the same time, at the training site, the participants of the fire and medical units of the enterprise without any loss of time, practised the localization and elimination of critical consequences and actions in case of detection of explosive (suspicious) objects in cooperation with emergency services – rescuers of the 35th State Fire and Rescue Unit of the 2nd State Fire and Rescue Squad and specialists of the medical and sanitary unit of Kamet Steel. First aid to the "injured" was timely provided and "fire" was skilfully eliminated by fire extinguishing means, the participants confirmed a decent level of expertise and practical skills that the enterprise's employees systematically receive and improve during intensive trainings and exercises. This time, a railway tank car, converted for fire extinguishing needs, was involved in the firefighting operations. It was promptly delivered to the place of the conditional emergency by RTD.

Also, special equipment was involved in the comprehensive training – a aerial platform, with the help of which, immediately after the elimination of the consequences of the emergency, according to the plan-scenario, actions were worked out to eliminate a conditional emergency situation on the air duct to restore production processes.
Oleksandr TKACHUK, HSE Director, coordinator of the comprehensive training said,
"The main goal of our quarterly trainings is to systematically improve the correct interaction and response of employees of all departments and services of the enterprise to possible emergencies in wartime. Therefore, each time we supplement the "legend" of the training with new conditions that allow us to expand the circle of such interaction as much as possible.
In particular, this time not only power engineers and blast furnace employees, but also road transport and railway employees joined the training – all together they completed the important task of working out the clear interaction of structural units during an emergency. Also, colleagues from other enterprises of Metinvest Group took part in the work of the incident command centre, the comprehensive trainings of which we, in turn, also attended. Such an exchange of experience, mutual expert advice and comments allow us to work more effectively for the safety of our employees."
